Dr. Balvinder Singh

Retd Professor, Guru Ramdass School of Planning

Dr. Balvinder Singh retired as Professor on 31st December, 2016 after serving for 31 and half years in Guru Ramdass School of Planning, Guru Nanak Dev University, Amritsar. He has experience of field (Assistant Planner in Town & Country Planning Department, Government of Uttar Pradesh for one and half year) and of teaching of 31 and half years in the field of Urban, Regional Planning and conservation of built-natural heritage  as well as to the under-graduate  students of architecture  and law. He remained Head of the Guru Ramdas School of Planning, Guru Nanak Dev University for two terms from January 1999  to June 2002  and January 2011 to December 2013.

He has done Ph.D on walled city of Amritsar (Spatial Patterns, Life Style and Heritage Conservation: Study of Walled City of Amritsar). His Master’s thesis of conservation was on “Urban Conservation: Study of Amritsar” submitted in Centre for Conservation Studies, Institute of Advanced Architectural Studies, University of York-U.K. under Charles Wallace Trust scholarship through INTACH., Masters in City & Regional Planning, Masters in Sociology and Fellow Institute of Town Planners India (F.I.T.P.India)  He has supervised many projects on the walled city of Amritsar and other historic cities namely, Strategies for the Conservation of Princely Capitals in Punjab case of Kapurthala, Conservation Strategies for Princely capital Faridkot, and  in Haryana, Up, Jammu & Kashmir. Conservation strategies for Historic gardens of Punjab case study of Amritsar, He is a INTACH Scholar., Member- Society for Accident Aid & Traffic Help, Member-Heritage Advisory Committee, Shimla (2011-15, 16-19), Member-, Editorial Board of Peer Reviewed Journal “Civil Engineering  and Architecture”, U.S.A. ,Member- Peer Review Committee, “THAAP Journal”, Pakistan, Member review committee, Journal of Religion and Health (Springer-Germany), Expert Member, Research Degree Board of Physical Planning, School of Planning and Architecture, New Delhi, Member- Core Committee of Experts for implementation of various activities of Indian Heritage Cities Network Foundation (I.H.C.N-F, Created by UNESCO in 2006) & Core Technical Group Activities of Punjab and also appointed member National Expert Panel of IHCN-F as well as advisor IHCN-F Punjab, Member- City level mission directorate for Amritsar (formulated under HRIDAY). He is also adviser to Guru Nanak Sacred Bein Restoration committee. He has received eighteen awards including Best teacher award from Indian Society for Technical Education, Best paper award from Indian Buildings Congress, State Award from Chief Minister of Punjab on 15th August, 2015 and the latest on 15th August 2017 by the Municipal Corporation and District Administration under HRIDAY.. He has travelled to about 20 countries in connection with presenting papers (25 papers presented) in the international Conferences and in national conferences( 40 papers presented) in India He has also visited Getty Museum in U.S.A and also Museum in Rome and exposed to the system of managing such museums efficiently and effectively for the tourists and visitors. He has supervised  thirty four M.Tech (Urban Planning theses, twenty one B.Tech (Urban & Regional Planning) these and is supervising three Ph.D students.. He has completed eight research and consultancy projects including Documentation of Art Work with special reference to floral designs in Harmandar Sahib.  He also drafted the building bye laws for the facade project in the walled city of Amritsar in 2016. The syndicate of Guru Nanak Dev University gave appreciation letter for the Planning and Design of Bus Stand-Talwandi Sabo (District Bathinda).
